I have today filed to begin the process of putting a special district bond measure on the November, 2022 general election ballot. I'm basing the amount on the cost and engineering information the Board has assembled for the OttaSeal paving. I've added about 10% to the estimate in view of the increased costs we can now expect because of the long delay in moving this project forward. As part of the process the County will determine the rate per thousand dollars of assessed value each Panoramic Property owner would be required to pay. I would appreciate hearing from anyone interested in helping. Those on FB please pass this on for me over there, I'd appreciate it.
We're all going to get to vote on this. I'm hoping we can now put the divisiveness behind us and work together to see if we want to pave or not.

Personally, I hope all that complain so much are going to be ready to step in and volunteer to be board members.
Glenn: There is just so much misinformation in your post that I am not going to waste time refuting it. You might want to consider reading the recent board minutes and reviewing the meeting recordings that are included in there so you would better understand what is currently going on with the road project.

The board considered and rejected the idea of a ballot measure to raise property taxes almost 3 years ago. The pros and cons were contained in the November 2020 briefing and in a letter that went to all property owners of record at that time. Briefly, the arguments against a tax increase to pave the roads are:
1) not every one who pays taxes gets to vote; only those property owners who are registered to vote at an address within the district can vote but ALL property owners foot the bill if it passes
2) voters who are not property owners get to vote, but they do not have to pay the taxes; some properties have 4 or 5 registered voters who all get to vote versus one vote per property on the secret ballot conducted by the board at the end of 2020
3) there is no way to pay the cost of the project up front and avoid the interest and finance charges, which adds an extra 50% to the tax bill for everyone - this was confirmed with the county assessor
4) properties benefit more or less equally if the roads are paved, but higher assessed properties will pay a much greater share of the cost
