I was looking at the website this morning to download the 6/8 meeting recording and noticed that there is incorrect information about who makes up the PASRD. This is the incorrect information:
--• What is the Panoramic Access Special Road District? The District is charged with maintaining the roads within the Panoramic View Estates subdivision. All property owners within Panoramic are members, as are several landowners outside the District who use our roads to access their property. These parcels are located on the north and east ends of the district.--
That statement is simply wrong, PASRD is not a property owners association, and no one living outside the District is a member. The District is made up of all the registered voters living within the District boundaries; all are voting members of the SRD, whether or not they own the property. If they don't reside within the District, they are not voting members despite the fact that they might own property within the District. It would be a big help if the Secretary could get the corrected information posted to avoid further confusion.
As it appears there might be an annexation vote on the horizon; it would be a good idea to get everyone up to speed now about the specific District election that would be required.

Glenn, Thank you for calling attention to the incorrect information on the website regarding the makeup of the PASRD. We are in the process of overhauling and updating that FAQ page, but I have removed the incorrect information now, so as not to cause any further confusion. On another note, there was a question brought up at the last PASRD board meeting regarding some rumors about the desire to set up a HOA as you mentioned in your note. The board affirmed that there have been no discussions, nor any interest in creating a HOA.

We heard today about this exchange and about an email from the Board that someone told Mr. Glenn Brown about. It is said above that the person reported
that "he received an email from a Board member stating that the paving plan was shut down by the county, that the financing, etc had to be done according to county rules, etc. "
We did not receive this email, nor has anyone we spoke with. Why someone would tell Mr. Brown this is a bit confusing. I am sure if others had received this letter, they would have jumped into this conversation and stated that. If anyone can corroborate this, please do. This situation has become divisive and confusing enough. If you are reading this and received the email that is being reported by a district elector to Mr. Glenn Brown, please do share this with us.
It was our understanding that at the last meeting, the financing that had been established was no longer guaranteed from Kitsap Bank, as the Board had to talk with their attorney (the financing attorney, who would not be a litigation attorney) about complaints emailed from Mr. Brown. That was Mr. Shannon. It is our understanding that the entire project, the work, and the financing were on hold until they could meet with a Deschutes County Judge in hopes of having their assessment validated. We have heard nothing about the County stating that the board's process was illegal or wrong. The board has stated that until the assessment is validated, they could not go forward and they could not guarantee the financing rate that they were given from Kitsap bank nor the contractor's prices. We understand, if validated, the work would happen next spring and no sooner.
We are both very confused about this. Did anyone else receive an email stating that perhaps the validation was not given?
We hope to hear that others have or have not received such an email.

On my original comment that you have not addressed, do you understand that our SRD is made up of resident voters and NOT property owners? If so please correct the misinformation on the website. If not I'll move on up the ladder and get it corrected.
I said if an annexation vote is required, I haven't looked into it yet to see. I'm happy to hear that the Board is working with the County to avoid another debacle like the failed financing plan.
On that financing plan would you please give an update here on the status of the Jim? I spoke with a district elector at the mail box and he said he received an email from a Board member stating that the paving plan was shut down by the county, that the financing, etc had to be done according to county rules, etc. Could you please confirm if that is correct here on the official website please? What did the County say to the Board about the assessment and the financing?
I have also asked several times about how much of our tax money was spent on the failed financing plan. As I've stated before I believe we might be able to recover some of that from our insurance company. Have you looked into that? If no do you intend to? If not I'll move ahead with an FOIA request for the information and then to the County commissioners or Secretary of State for an audit.
I've also heard talk that the Board is considering forming an HOA. That's hard to believe but I'd like to hear it here from you. I object to a single penny of our tax money being spent on any such effort. This needs to be done on your/their own time and using NO district funds. Can you confirm whether this discussion is underway among the Board and confirm that NO district funds have or will be spent please? If the Board can't live without an HOA there are plenty of communities in our area that you might find more to your liking.
In the meantime instead of playing hide the ball could you just one time give a full and complete update here on the District website about what's going on?

Would you please let us know what you are talking about? What district election is required. The county has been working with the district for months and has never indicated that an election is required when both parties agree to the annexation.
Please explain.
