Thanks for the updates Sheila! I know we are all eager for this to be done. :)

The meeting recording will be available under the Documents tab when the minutes get posted (probably in just another day or two). The audio does not actually start until about 6 seconds in to the recording, so let it keep playing a while to make sure. I just checked it and was able to hear it on multiple devices. There is a good chance we will hold a meeting prior to the August meeting, but it has not been scheduled yet. We are still waiting to get a couple of bids in on the Buck Horn project.

@Doug N Shiela I thought it might help to review the presentation because you said this was an absolute fact: "any new board coming in will be working within a budget deficit north of 35k" That is simply not true. Can you explain how you arrived at that figure?

Shiela You might want to review the financial presentation from the previous board meeting to develop a better understanding of the facts around the board's financial situation.

@Doug N Shiela Your statements about the board requiring like minded people and being an exclusive club are sorely mistaken. If you want to know the honest truth, when Annie’s position became available I was quite content just managing the digital meetings, handling the mass email list and managing the website. I think diversity of opinions and perspectives on a board is a good thing. Had you shown the ability to be a team player, communicate in a respectful manner, and constructively work on solutions to our existing problems, I would not have run for the board and would have supported your candidacy for that position. Based on your prior behavior and communications to the board, I was not convinced that you were a good fit for that position and that it was in the neighborhood’s best interest and that is why I applied to the board. I didn’t need to put up with all this crap I have had to deal with in the last year and would have been just fine continuing to manage electronic communications. And then you didn’t even bother to show up for the meeting where the candidates were interviewed. How was that being an exclusive club? In addition, you were insistent about getting the financial oversight committee established and being a part of it. But when it came time to sit down and actually do something, you were repeatedly invited to join and you never responded to us. Again, you didn't show up. So I don't want to hear any more about excluding people and not inviting people with different views to participate.

@dennis That's actually not true. I attended multiple meetings about this and discussed with the board the fact that we paid into the road district and were clearly within the boundaries of the road district. We were told by the board essentially that you couldn't do anything about it (which we know is not true because we now have addressed that). We only paid for the road work to be done when it became apparent that the board wasn't going to assist us in this matter.

Thanks Dennis. I agree that the board's role is to serve the majority of folks and we have always made an effort to follow what the majority of people want. Clearly there isn't an assumption that everyone wants paving! :)

I find it interesting that some people are upset about private landowners paying for road upgrades in the district. Nobody seemed to get upset when the north Lake Drive neighbors had to pony up over $20,000 to fix the roads (that are within the road district boundaries) because the road board at that time didn't want to take on maintenance of this section.

Dennis Thanks for your note and sharing that road experience. I am curious to hear your input about this vote as you are clearly interested in finding the most fair way to have this determination. Do you feel the ballot measure is a more fair way to vote on the project if: 1. it lets people vote that may no longer be in the neighborhood when the project is even started (for example, renters with a voter registration in the neighborhood that move out in a short period). 2. People who own property here and will be assessed a large sum for the project, but don't happen to live in the neighborhood at the present time, are excluded from the vote. To me that still seems unfair and undemocratic. I know there is no perfect answer and there are pros and cons of each, but I would like to know more about why people feel it is more fair for registered voters to vote as opposed to property owners.

@Z, Henry & Kerry We have not had any luck getting any clarification on Glenn's attempted ballot measure, so perhaps you will be able to. It sounds like you are assuming a ballot measure would be written with the funding base on assessed value (and I note that you are saying that is your preference as well). I have talked to numerous home owners in the community that support the idea of a road project, but not if it is based on assessed value (a number of them have recently relocated to the neighborhood, so would end up paying significantly more). So, if you want to continue looking into this, I will welcome any information you are able to get on this from Glenn Brown. However, I feel pretty confident in saying we would not see any ballot measure pass for the reasons I mentioned until there is some kind of vote or agreement on these two items: 1. who gets to vote 2. how the project funds will be assessed.

Kerry and others: There was a proposal given for work on Buck Horn at the previous meeting and a date was given for when work on that proposal COULD start. It was not a definitive decision that anything was going to be done. It was simply the presentation of a bid. It was brought up that we weren't really comparing apples to apples with the other bids that we have and that is why we wanted to get additional bids and information about the road so we can make sure we are going about the repairs in the best way. The logistical points that I brought about why a ballot measure is not practical were, in fact discussed at a previous board meeting. You can listen to the April meeting at approximately 47:42 into the meeting when this is brought up. I understand this is a complex point, so let me explain with an example: Suppose there are 10 people who say they support the Otta Seal project. However, 6 of them only support the project if the funding is based on assessed value and not a flat fee for everyone. When the ballot measure comes up for a vote, the 6 people that want it funded with assessed value will not vote in favor of the proposal. There are only 4 people who are going to vote to support it despite the fact that 10 people had said they want the Otta Seal surfacing. If we don't answer these other questions first, we can't get a realistic determination of support for the project. Also, numerous people have stated that they don't support any more money being spent on attempts to move the Otta Seal project forward at this time. Getting a ballot measure on the October ballot will cost significant money and there seems to be much more support for using that money for road repairs at this time.

Hi Henry & Kerry: There is a lot to unpack in that message, but let me address a few of the major points in your message. 1. The Buck Horn repair is a major priority right now because that road is the worst in the neighborhood and it is highly traveled and likely to continue degrading. Nobody has suggested that we will exhaust all the road funds with this repair and not be able to do our other necessary regular maintenance (plowing and grading). The purpose of seeking a variety of bids is to find a way to do some kind of affordable repair to Buck Horn and still do the other things we need to do. 2. There are logistical problems with pursuing any ballot measure right now. In particular: A. We don't have consensus agreement on who will get to vote on any new project. B. We don't haver consensus on what type of funding would be used for the project. Until we come to an agreement on those issues we can't get an accurate read of support for any type of paving project. Board positions are rotated based upon the skillset and background of the members that will make the board most effective. For example, Annie had previously been the treasurer. When Jim joined the board, having a financial background, it only made sense for him to take on that position. Annie moved to the secretary position. When I took over Annie's position my background in digital communications stuff, made it apparent that I should stay as the secretary. According to Robert's rules, a board member can not engage in discussion on an issue once a motion has been made if they have a conflict of interest. For example, when it comes time to make a motion and vote on the private paving project that Nyle had proposed, he will not be able to engage in discussion after the motion is made, nor participate in the vote.
