On the NO in response to financing, it hasn't applied for or it hasn't been declined or both? Who has agreed to finance it? Are you referring to the property owners' vote result or is there a lender? Would you please state one way or the other whether the Board has applied to a lender for financing. I've been asking this question for over a year now with no clear answer.
As far as attending the meetings, I've attended plenty. I have spent more time on this over the last 2 years than most anyone except the other Board members. If I thought the Board was really open to any comments or objections it would be one thing. It's apparent that it isn't so I don't find the meetings productive at this point, only frustrating.
I think the Board knows it has no authority to assess a lump sum and no authority to collect it from those who don't pay. This is a house of cards and a con game. The only way it could work is if everyone is buffaloed into believing the legal mumbo jumbo the Board's law firm has blessed instead of the real info from the county assessor; and if everyone is being intimidated into being afraid of the Board and its law firm. I'm not.
I believe if the Board believed it had this authority it would. have already proceeded despite everyone's objections, including mine. As they say, talk is cheap. Prove me wrong; stop wasting our time and money and proceed immediately. It's not likely to get any less expensive. What is the Board waiting for?

I have a question that I would like the Board to specifically answer here on this forum.
During the meeting a Board member said it would "foreclose" on some non-payers (but not others.) That word means that you have a legal right to lien and take our properties for non-payment. Yet the Board has been unable to get a loan or bonding for the project.
So here are two question:
If you have authority to lien and take our properties, why can't the project be financed?
Has the Board tried to finance or bond this project and been declined? If so, why was it declined?
I do have more communications with the board as I am handling a lot of the communication issues, so I will pass this suggestion on and hopefully you'll be able to attend the next meeting. I'll be sure to be an advocate for you to make sure you get time to talk.
I do understand that. How would I request that? It doesn't seem as though you get a reply from the board via email or the forum. I have written out the questions and comments on the forum with no reply from the board. I have emailed questions to the PASRD email with no reply.
