The project is not like going to get a home refinance loan or a personal loan. Those types of loans have several ready and anxious lenders. Those loans have one person/collateral to deal with. The district loan has several properties that secure the loan. That coupled with the current financial market situation, long term loans of the project type are very volatile. It takes time to match lenders (SDAO looking for) with borrowers (District).
The board has been working with David @ SDAO because they are the best source of funding, information and help in this type of project that the board has found. SDAO was recommended by other road districts, and the board found that their purpose is to help “Special Districts of all types”.
Your question “HOW can anyone garner financing, when you do not have the exact numbers for the job?
That is a good question. The board is seeking “interim financing” which will be the best estimate the board has for ALL the costs associated with the project. No, exact numbers are not available due to cost increases/decreases in project cost (price of oil products, cost of subcontractors, state and federal taxes applied to the project, possible minimum wage increase to contractors), how much the volunteers on the board and road committee can do without contacting lawyers, intermediaries for financing etc., that cost several hundred dollars an hour.
After an amount is determined the board seeks a lender that will provide that “interim loan” amount to pay the contractor, and related financing fees, trustee fees etc. Once the project is finished final costs will be calculated, landowners that want to pay in advance will pay their share of the costs.
The board then will secure final financing including interim cost, interest costs, and any legal fees associated to the final amount. Landowners will then be assessed that amount.
The board along with many friends, neighbors, and landowners wish this would, could go faster. WE are trying.
The vote has not got an “expiration date” but at some point the board will get back to landowners on that situation.

Your question “When are we "penciled in" for the road improvements at this time? The board and road committee has established a good rapport with the contractor. As any good business they are only going to pencil the district in for a reasonable amount of time. No date has been established.
I wish there was more concrete information, but be assured, I/We will provide you and others with all information we have available. The board is trying to move ahead as fast as possible, but ensure it is the decision and in the best interest or the majority. Jim
Hello Jim or Annie, whomever this should be addressed to. At the February meeting and in the February minutes it is noted that "David with SDAO is working with several reputable lenders who are interested in financing our project. We hoped it would be further towards a commitment by now but it isn’t. Jim is checking in with David very regularly, conveying our urgency. Nyle spoke with the Otta Seal contractor. His schedule is filling up. He has us penciled in but he can’t commit to a schedule until we have financing in place.”
HOW can anyone garner financing, when you do not have the exact numbers for the job? AND, as someone has already asked, where are the statues for this in the SDOA Road Booklet? What is the time frame that this can be drug out? (How long is the vote that passed good for?) What is the amount of financing the board is looking to garner for this job? When are we "penciled in" for the road improvements at this time? Thank you for your anticipated reply.
The board has recently changed some of their positions: Annie is the new secretary and Jim is the new treasurer. I think it is quite possible that there has been some confusion about who is responding to emails. I will bump these notices back to everyone's attention so they can make a better plan for who is answering these messages.
