The Panoramic View Estates (PVE) subdivision is indeed smaller than the Panoramic Access Special Road District (PASRD). I think all the parcels within PVE are 5 acres or less. So, those of us who have larger parcels are outside PVE, but inside PASRD. You know you are in PASRD if your tax bill shows that you are paying taxes to PASRD.
The length of the portion of Lake Drive that lies outside PVE, but inside PASRD, is on the order of 0.5 mi. I thought the Engineer report listed it, but I guess not.
Ronni, here is some additional historical information that Lee Lucas shared:Panoramic View Estates (PVE) versus Panoramic Access Special Road District (PASRD): PASRD was formed around PVE - and later extended - to include all properties likely to use the roads within PVE. An error/oversight was made by the county and one property that should have been included in PASRD was not included. PASRD was formed to maintain the roads within PASRD with the authority (granted in an election) to tax property owners to pay for the maintenance. I am assuming that in the beginning the only roads that needed maintenance were all within PVE, probably because the properties within PASRD - but outside PVE - were undeveloped. Since nobody lived outside PVE there were no roads, and hence no maintenance.
However, in the past 35 years, much has changed. There are about 15 properties outside PVE that have residences with owners or renters that regularly use the roads. To accomodate this growth, two things have happened: (1) A second fire evacuation route was established via Emerald Valley Road and its maintenance was assumed by PASRD; (2) The property owners on north Lake Drive paid to gravel that road and pay for the road's snow plowing every year, which is outside PVE, but entirely within PASRD.
As a special road district, PASRD has the powers of a local government in Oregon when it comes to the roads within the district. As a subdivision PVE has no legal existence or authority as a local government. So, PVE has no role to play in road maintenance.
PASRD has the responsibility and the authority to maintain ALL roads that lie within PASRD, whether they are public or private. And PASRD is required by law to use the property tax revenue it collects for the benefit of the road district as a whole. There is no justification for continuing to limit PASRD maintenance efforts to just those roads within PVE + Enewetak/Emerald Valley.
Maintenance of the north Lake Drive roadway is the responsibility of PASRD. But, it is a private road, and so PASRD needs to get owner approval to do any road maintenance. This is what the board is trying to do right now by modifying the existing road easements to allow PASRD legal access.
You are right the amount of tax to the road district varies greatly by property. It is all based on assessed value of the property. Rate is the same. Certainly, people who have owned their property for years have a much lower assessed value that property just built on. As you found there are several properties that have paid taxes for some time without any maintenance or snow plowing from the district. To my knowledge there is only one property that have access to the district roads that are not in the district boundaries. I believe the Goddard's are going to agree to annexation into the district.
Hi, Jim, I have already done research on DIAL and have the information, showing those living on Lake and who are in Panoramic View Estates subdivision. I looked at the property tax statements of those who are not in our subdivision and how much they pay to the maintenance of subdivision roads. Very interesting.
Whitney, if you consider you are in Panoramic Subdivision (not talking about Panoramic Access District), why does the County NOT show you your property under Panoramic Subdivision?

I would like to know more about this and was unable to find the section of Dial that shows the subdivision (not PASRD) boundaries. There actually isn't any portion of Lake Drive that is outside the Panoramic subdivision. There is a private drive that comes off of Lake that serves two properties and one of them is outside the Road District. That was what Lee and Jim were talking about with the annexation at the end of the meeting last night. That property owner that is not in the district is most likely going to be joining the Road District and the Road District is going to start taking over the cost of snow plowing and road maintenance for all of Lake Drive.
